BGWIB:  An Exciting Combination of Vision and Action

“At the Center, we believe in the saying, ‘vision without action is a daydream, action without vision is a nightmare’,” said Karen Russell, director of the Facilitation Center.  The combination of vision and action is part of the reason why it was such a pleasure working with the Bluegrass Workforce Investment Board (BGWIB) on their strategic plan.  The board, staff and stakeholders had a broad vision and deep passion for what they do and even better than that – they were ready to act.”  The Center helped BGWIB to not only articulate their vision, but to also develop a very collaborative and inclusive planning process that encouraged feedback and input from stakeholders throughout the community.  This feedback served an integral role in developing the plans for their future.

BGWIB is an organization whose mission is to connect employers with employees and serves 17 counties throughout the Bluegrass.  They partnered with the Facilitation Center in order to define the goals, objectives, and strategies that would ensure a workforce development system of utmost quality, that is in alignment with the emerging needs of the Bluegrass Workforce Investment Area.  To do this, staff reached out to board members, leaders and stakeholders in the local community, allowing them to share knowledge and insights about the current workforce environment, as well as, to brainstorm ideas on how to stimulate local job growth as a collaborative community. The following elements were included in the strategic planning process:

  • Employer/Partner Surveys
  • Community Forums
  • Internal Board SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis
  • Internal Staff SWOT Analysis
  • Sector Strategy Institute

The process culminated with two, full day strategic planning sessions with the Board, which included:

  • Key findings from stakeholder research
  • Drafting mission and vision statements
  • SWOT Analysis
  • Paradigm shifts
  • Drafting goals, objectives and strategies
